How North Port takes permit applications
The City of North Port uses an online system called Accela Citizen Access for building permits. You can reach it from the City's Permitting page, which is listed in the sources below. Development Services answers questions at (941) 429-7044.
The City's page shows an email address for building and permitting questions. The page uses two slightly different spellings of that address in different places, so we are not printing either one. Use the phone number, or copy the email from the City page yourself.
What the City page does not say
The page we read does not give a review time, a fee list or an inspection cutoff time. It also does not say which Florida Building Code edition the City is applying. A search result mentioned an enhanced portal starting in 2026, but we did not open it, so we cannot describe what changed. Ask Development Services about all of these when you call.

The 2026 state law: HB 803
Florida passed CS/CS/HB 803, "Building Permits and Inspections," in 2026. It is Chapter 2026-63 and took effect July 1, 2026. The state's bill summary says local governments must exempt certain owners and contractors from building permits for temporary residential hurricane and flood protection walls or barriers.
North Port's Permitting page describes two exemptions for single-family homes under this law. One is for smaller jobs, and the City lists exceptions that include electrical work, plumbing work and flood hazard areas. The state summary we read does not describe that second exemption, and we could not read the full bill. So the details are not settled for us.
Do not skip a permit because you read about an exemption online. Ask North Port Development Services at (941) 429-7044 whether your exact job qualifies, and ask for the answer in writing.
Storms and North Port
If you are repairing storm damage, permits matter even more. A Yahoo News report from October 2022 said Hurricane Ian made a direct hit on North Port. Our guide to storm damage repair steps covers the order of work, and we explain how a licensed contractor fits in on our home restoration page.
Check the contractor before you check the permit
A permit is pulled by someone who holds the right license. In Florida you can verify a contractor's license by name or number at myfloridalicense.com. Do it before you sign. Our guide on how to check a Florida contractor license shows the steps.
Questions to ask Development Services
Because the City page leaves gaps, a short call saves you a wasted trip or a rejected application. Here is what to ask, and why each answer matters.
- Does my exact job need a permit? Describe it in plain words: what you are removing, what you are adding, and whether walls, plumbing or electrical are touched.
- Does an HB 803 exemption apply to my job? The exceptions the City lists include flood hazard areas, so your address matters.
- Which Florida Building Code edition will my plans be reviewed under? This changes what the plans must show.
- How long is review right now, and what is the inspection cutoff for next-business-day requests? Neither is on the page we read, and both change your schedule.
- What documents do I upload? The list depends on the permit type.
Write down the answers and the date. If a different person gives you a different answer later, you have a record.
Why a skipped permit costs more later
An unpermitted project has no inspections on record. That can come up when you sell, when you file an insurance claim, or when you apply for a permit for a later project. Our guide on open permits when selling a home in Florida explains how Florida law treats permits that were never closed. The simplest path is to ask first and get the permit when one is required.
