At a glance
- Who
- Homeowners who want to turn a garage into a bedroom, office, den or other living space.
- What
- Yes. Florida Building Code section 105.1 requires a permit before you alter a building or change its occupancy. A garage turned into a bedroom or office does both.
- When
- Before you demolish, frame or order anything.
- Where
- Manatee County Building Division, 941-748-4501 ext. 3800. Bradenton, Palmetto and Sarasota County areas have their own offices.
- Why
- A garage conversion changes how a building is used. Zoning questions can come with it, so get the answer first.
The plain answer: yes, get a permit first
Yes. The Florida Building Code, section 105.1 says any owner who intends to alter a building, or change the occupancy of a building, must first apply to the building official and get the required permit. The same section covers new or changed electrical, plumbing and mechanical systems. A garage conversion usually involves all of that: new walls or framing where the door was, insulation, outlets and lighting, often air conditioning, and sometimes a bathroom.
Florida's list of work that needs no permit (section 105.2) is short. It covers a few gas, mechanical and plumbing items, such as stopping a leak or using a portable cooling unit. It has no list of building work that is exempt. Section 105.2.2 lets the building official approve "ordinary minor repairs" without a permit, but not work that cuts walls, touches structural supports, or adds or moves wiring, piping or mechanical equipment. A garage conversion is not a minor repair.
What the code does not settle is the local side: zoning, parking and flood rules for your lot. We could not find Manatee County text on those for garage conversions, so the rest of this page shows who to ask and what to ask.
The local side: what to ask the county
The county's Permitting Section page does not address garage conversions directly, and we could not find the county's rules on setbacks, height, lot coverage or parking for one. Those local rules decide how your conversion is permitted, so ask before you design it.
Asking first matters because guessing wrong is expensive. If you start work and the office later says your plan does not fit the lot, you could be stopped and have to open walls back up. Call first.

What Manatee County does publish
- The county issues a Residential permit type. The county FAQ says a Residential permit needs building plans and a site plan or survey.
- It also issues Plumbing, Electrical, Mechanical and Door and Window permits.
- The county says any alteration to a building in the floodplain requires a permit, and to contact Development Services before starting.
- The permit portal is Accela Online Services. The office is at 9000 Town Center Parkway, Lakewood Ranch, FL 34202.
None of these says "garage conversion". They are the pieces you will probably deal with if the office tells you a permit is needed.
Questions to ask the Building Division
Call the Permitting Section at 941-748-4501 ext. 3800 or email permitting@mymanatee.org. Have your address ready and ask these questions one at a time:
- Does converting my attached garage into living space need a building permit?
- Are there zoning limits, such as setbacks or parking, that apply to my lot?
- Will I need a site plan or survey, and can I use the one from my closing papers?
- Is my lot in a flood zone, and does that change anything?
- Will you confirm the answer by email?
The county's pages do not answer these in plain words, so ask all of them. Parking in particular is a question to put to the office, because we could not confirm any parking rule for conversions from an official source.
Write down the name of the person and the date. For a project this size, ask for the answer in an email.
If you are not in unincorporated Manatee County
Bradenton and Palmetto run their own building offices. We found no garage conversion rules on either page. Start with our guides to Bradenton permits and Palmetto permits for the phone numbers.
If you are in Sarasota County, the county's own pages were not readable when we checked. The City of Sarasota's page lists Renovation as a permit type and offers a Residential Homeowner Remodel Checklist, but we did not see its contents. Call the office that covers your address.
A kitchen or bath changes the question
Adding a full kitchen and a separate entrance turns the project into something else, a second living unit. Accessory dwelling unit (ADU) rules are a different topic, and we could not confirm Manatee County's from an official text. Read our page on Florida ADU rules first. Tell the office up front if you plan a kitchen, so it can tell you which path applies.
Also check your HOA
A permit office does not replace an HOA. If your community has an architectural committee, you file that application yourself. Hildebrand provides the specs and drawings for it. Do this early, because both approvals matter before work starts.
If you are weighing a conversion against building new space, read garage conversion vs room addition.
How Hildebrand handles garage conversions
Hildebrand Construction & Remodeling does garage conversions. We pull every permit the job requires and meet the Florida Building Code inspections. Plumbing and electrical are done by licensed trade partners that we manage and coordinate under one licensed contractor. Every job is quoted after an on-site visit, so we look at your actual garage first.

Questions homeowners ask
Does Manatee County require a permit to turn a garage into a bedroom?
Yes. Florida Building Code section 105.1 requires a permit before you alter a building or change its occupancy, and turning a garage into a bedroom does both. Call the Building Division at 941-748-4501 ext. 3800 about zoning and parking for your lot.
Will I have to replace my parking if I convert the garage?
We could not confirm a parking rule for conversions from an official source. Ask the county through the Building Division number before you plan.
Can I convert my garage without a permit and fix it later?
We do not recommend it. If the office later says approval was needed, work may have to stop. Ask first and get the answer in writing.
Is a garage conversion the same as an ADU?
No. An ADU is a separate living unit. If you add a kitchen and a separate entrance, tell the office, because different rules may apply.
Do I need HOA approval to convert my garage?
If your community has an HOA, check its rules. You file the application yourself, and we provide specs and drawings.
