Three tools you can use today

The county's flood page points to these free tools:

  1. ForeRunner. Property flood risk profiles at manateecountyfl.withforerunner.com. Search by address or parcel ID.
  2. Land Development Interactive Map. At mymanatee.org/gisapps, turn on the "FEMA Flood" layer.
  3. FEMA Flood Insurance Rate Map viewer. The county page links to FEMA's viewer at hazards-fema.maps.arcgis.com.

The county says the interactive map is "for general reference only." Treat all three as a first look, not a final answer.

When you need a firm answer

The Floodplain Management Section answers flood questions. The county flood page lists the email Flood@mymanatee.org. Development Services' main number is 941-748-4501. County pages list different extensions for this office, so ask the operator for Floodplain Management. The county charges a fee for a written flood determination, and a written answer is the one to hold when a lender, insurer or plan reviewer asks.

What to do with the answer: elevation certificate

For a building in a special flood hazard area, the county asks for an elevation certificate or survey. If your floor and equipment are at or above the Flood Protection Elevation, the county says the 50 percent rule does not apply to you. Our guide to Manatee County's substantial improvement rule explains the rest. The Flood Protection Elevation is the base flood elevation plus 1 foot.

If you live in a city or on an island

Cities run their own permit offices, and some have their own flood tools. Longboat Key links a flood and elevation certificate map at longboatkeyfl.withforerunner.com. The Holmes Beach building department keeps a list of elevation certificates on its website. Bradenton Beach says the entire city is within a flood zone. See Anna Maria Island permits and Longboat Key permits.

What we could not confirm

  • We found no official figure for the share of Manatee County parcels in a special flood hazard area.
  • We could not confirm the FEMA Map Service Center link from an official county page, so use the FEMA viewer the county links to.

Why it matters before you remodel

A flood zone does not mean you cannot remodel. It means big projects get one more review. The county says any alteration to a building, grade change or fill in the floodplain requires a permit. Our guide to the FEMA 50 percent rule shows when a project crosses the line.

A simple order of steps

  1. Search your address in ForeRunner and write down what it shows.
  2. Check the FEMA Flood layer on the county interactive map for the same address.
  3. If the two agree and you only want general information, you have your first answer.
  4. If you plan a large project, buy the county's written flood determination and ask about an elevation certificate.
  5. Bring the written answer to your contractor before the estimate is final.

If the tools disagree with each other or with what a lender told you, ask the Floodplain Management Section which source it follows.

Mistakes to avoid

  • Treating the interactive map as final. The county itself calls it general reference only.
  • Skipping the written answer. A screenshot will not carry weight with a plan reviewer. A written determination will.
  • Calling the wrong office. If your home is inside a city, the city's building office may handle your permit, so check there too.
